i. The Minutes of the Annual General Meeting dated 27 April 2007 were approved unanimously.
6. REPORTS
a. Consideration and approval of the President's annual report.
i. The President’s Report (refer to Annexure 1) was approved unanimously.
b. Consideration and approval of the financial statements presented by the Hon. Treasurer.
i. Even though the report (refer to Annexure 2) was accepted unanimously, there were a number of issues that were raised that the committee thought to warrant future attention:
· The Treasurer must mention on the forum who has paid, and
· Local Organising Committees of both the World Championships and Continental Championships must report back more often so that the IWF is not compromised.
c. Consideration and confirmation of the actions, decisions and recommendations of the Executive and Board.
i. The Chairman pointed out that the Board no longer existed. Mr. James Hamilton then continued to point out that the Executive had instituted a Sub-Committee for the Mission, Vision and Reform, approved Finland’s hosting of the 2008 World Individual Championships, and approved the appointment of Dan Hazelwood as the Vice President for North America.
d. Consideration and approval of annual reports from each sub-committee currently in existence.
i. The following reports were approved unanimously by the Annual General Meeting:
· RULES AND UMPIRE'S COMMITTEE (refer to Annexure 3).
· IWF GLICKO RATINGS (refer to Annexure 4).
· IWF CHAMPIONSHIP RULES (refer to Annexure 5).
· MISSION, VISION AND REFORM (not submitted).
7. MOTIONS TO AMEND THE CONSTITUTION AND REGULATIONS
a. REVISION OF VOTING SYSTEM was APPROVED with no objections.
Motion
That the IWF
Noting that
1. There seems to be a certain amount of unhappiness among members with the current voting system, and
2. That the intention of this motion is to replace the current EC and AGM voting systems with a single system where each member country gets a number of votes equal to the square root of their current paid up membership plus the square root of the total number of player attendances from that nation over the last six WIC's added together and rounded up.
Therefore resolves
1. To amend Schedule 10.2.c of the Constitution to read;
“All members or the IWF
entitled to vote shall have representational voting power at all Executive and
Council Meetings. Each member
nation receives votes equal to the square root of the
sum of current paid up membership plus the total number of player
attendances over the last six World Individual Championships. Figures
shall be rounded up.”
2.
To
amend Schedule 13.2.c of the Constitution to read;
“One per affiliated member with voting rights as stated in Schedule
10.2.c of the Constitution”

comment: A big and positive step forward, that moves
us on and gives a fairer balance to all nations. We will be pleased to shed our majority vote
in this AGM and to have a more sensible large, but not dominant, vote across
all matters. We also believe the
effective removal of the special votes is a good thing.
b. SUB COMMITTEES the motion was WITHDRAWN by the proposer with the unanimous consent of Council.
BHGS
comment: We believe this is a good step
for now to regroup under the new system.
We should be able to make decision much more easily with the above
change and more frequent sessions should be possible – even if by proxy. The Executive can always re-delegate
authority topic by topic as it sees fit.
We also feel this is apt as the rule world is in transition at present
and decisions on such matters are therefore more “senior” for the next year or
so.
James Hamilton’s comment: James stated hat he would withdraw the motion until a comprehensive proposal could be put together that would overhaul the rules concerning sub-committees.

Noting that
1. A number of sub-committees are able to make decisions without referring such decisions back to either the Executive Committee for ratification,
Therefore resolves
1. To amend Rule 9.c of the Regulations to read;
a.
The chairs of all sub-committees of the Executive
must submit all decisions made by the deadline for each Executive Committee
meeting and General meeting so that before any decision of a sub committee
becomes policy it should be passed using the main voting system at an Executive
or Council Meeting.
2. To delete the following Rules:

3. To renumber Rule 9.d.v to read Rule 9.d.iv.

c. REVISED IWF MEMBERSHIP RULES was APPROVED without objection after voting system was corrected.

comment: We believe it makes sense to
remove the A B C concept as the new voting system does not require it. This seems a sensible and more general
replacement that allows the executive to make sensible decision about what
organisations merit membership. It will
of course require the executive – led by the President – to handle such matters
with appropriate diligence.
RINIWA
comment: While RINIWA approved of the motion, the system of voting was different
in point 10.2.d.
NZWIS
comment: Corbon Loughlan proposed that the system be changed to the system as
approved in 7.a above.
BHGS
comment: Lawrence Greaves agreed that was acceptable and seconded the motion.

Noting that
1. That many of the members do not fit the rigid criteria that the IWF has at the moment for membership, and
2. That many members feel that a more flexible membership criteria is needed to stimulate growth around the world,
3. This proposal will remove the category A, B, and C Membership which some members have found to be so distasteful.
Therefore resolves
1. To adopt the following changes to the Constitution and Regulations to allow a more flexible approach to membership.
10. MEMBERSHIP OF THE INTERNATIONAL WARGAMES FEDERATION
(CONSTITUTION)
10.1
Membership is
available to bodies that are deemed to be National Sports Federations who have
made application to, and have been accepted by, a General Meeting for
membership.
10.2
Membership
requirements
a.
Members must comply
with the requirements as set out in the Regulations of the Regulations of the
IWF.
b.
Only one national body
per country shall enjoy recognition. A member shall comply with the membership
requirements as prescribed in the Regulations of the IWF.
c.
Notwithstanding point
b above, should an applicant from a nation already so represented, in the
opinion of the IWF's Council, comply to more of the membership requirements, as
prescribed in the Regulations, such applicant shall be deemed to be the national
controlling body
d.
All members or the IWF entitled to vote shall have representational
voting power at all Executive and Council Meetings. Each member nation receives votes equal to the square root
of their current paid up membership plus the square root of the total number of
player attendances over the last six World Individual Championships.
e.
The
Constitution/Memorandum/Founding document of a Member with respect to basic
principles must not be in conflict with the Constitution of the IWF.
f. A body wishing to obtain membership of the IWF shall make written application to the Executive of the IWF on the prescribed form and undertake to respect the Constitution and the Regulations of the IWF. Applications for membership shall be dealt with in terms of the Regulations of the IWF
Schedule 6.
MEMBERSHIP (REGULATIONS)
1. An
application for membership of the IWF can be made provided the applicant:
a.
Complies with its own
Nation's laws for existence in its own right as a body to further the promotion
of wargames within such nation,
b.
Supports the aims of
the IWF, and
c.
Its
constitution/Memorandum/Founding document and objectives of the body are not in
conflict with those of the IWF.
2.
Written application
for membership on the prescribed app1ication form of the IWF, must be
accompanied by all the documentation stipulated in the application form. Copies
of the Constitution and Regulations of the IWF will be supplied to applicants
together with the prescribed form.
3.
Applications for
membership must be addressed to the Executive via the Executive Director. Once
the Executive Director has satisfied himself that the application is complete
in all respects it will be submitted to the Board for consideration. The
Board's recommendations shall then be forwarded to the Executive. The Executive
shall ensure that the application for membership is placed on the agenda for
discussion at the next General Meeting,

In considering an
application for membership, and to be recognised as a National Federation, The
Executive and the council shall be guided by the following principles and
directives;
a.
The organisation's
Status:
i.
Is it recognised by
its own Nation's Government?
ii.
Is it recognised by
its own Nation's Olympic Committee?
iii.
Does it hold National
Championships (how long and numbers of attendance)?
iv.
Does it hold more
Provincial/County Championships than any rival?
b.
The organisation's
democratic credentials:
i.
Does it have a
Constitution?
ii.
May any player
affiliate?
iii.
May any player be
represented?
c.
The membership
credentials:
i.
The number of registered players that
the organisation would bring to the IWF
ii. The number of players that have
participated at IWF events.
5.
Furthermore, it will
be required from a Member to represent without discrimination, its participants
in organised participation.
6.
Considering the powers
of the IWF, affiliation of a member to the IWF shall not mean that the Member's
autonomy and sole say over own internal affairs will be adversely affected. The
latter shall include the following: own policy determination, planning,
canvassing for and expenditure of funds, staff matters, working procedures, own
international liaison actions, control and organisational arrangements, liaison
with government institutions and awarding of colours (apart from IWF colours).
The IWF recognises the Member's status to be self-governing and
self-determining.

CREATION OF A STANDING COMMITTEE
FOR COMPUTER GAMES was NOT APPROVED.
BHGS
comment: We believe it is too early to think about such matters when there is
much to be done to move forward table-top gaming. We also would like a full debate on this
topic as we do not at this stage believe computer games should be part of the
mission of the IWF. We see the IWF as
encourage face-to-face gaming and the sort of personal interactions we all
enjoy so much. There are plenty of
companies marketing computer games as this is a lucrative financial marketplace
- we don’t feel it is in need of the “volunteer” help of the IWF. Better to focus scarce “volunteer” time in
the area that needs its support due to being less commercial.

Motion
The IWF
Noting that:
1. The IWF was
never designed to only cater for traditional historical figure games, but also
a wider range of games such as Morabaraba, etc., and
2. That there is a
real interest in holding international championships in a number of computer
games.
And believing that
1.
That computer games could be a very real revenue source for the IWF,
and
2.
That by promoting computer games, wargames in general would attain a
higher profile.
Therefore resolves
1. To create a standing committee for Computer Games with the following mandate:
a. Authority: The sub-committee shall operate as a sub-committee where all decisions taken shall be forwarded to the Executive to be approved, and
b. Composition: The composition shall be: Chairman plus one nominated representative from each member organisation. Discussion and voting to be conducted on-line with all nominated representatives expected to have Internet access. Members not submitting a nominated representative to the IWF’s Secretary before deadline lose the right to representation on the sub-committee until it is re-convened after the next AGM.
c. Voting Procedure; one vote per member
organisation and casting vote from chairman (in line with Regulation section
9.a.v)

Comment: We support Dan’s view that we do not need such a long time. We also
observe that we all tend to do everything late in the day anyway and this is an
honest reality of such a volunteer body.
So we may as well concentrate the effort in a shorter period. Such a shorter period also makes it easier
for James to call special meetings to deal with decisions when the time is
right rather than being driven too much by a schedule.

comment: We think this merits more
discussion as a better way may be found than such a simple change. In any case at 16 most gamers are
“adults”. We share the objective Richard
has in mind but wish to have more thinking on different alternatives with the
broader objective of encouraging younger players.
MSSA comment: MSSA, which has
provided more junior players than any other member, is quite happy with the age definition for
the junior category, but does feel that the junior category should be splint
for results purposes at 13. In other words there would be an award for
youngsters who are not older than thirteen, and another for youngsters not
older than 18.

BHGS comment: We think it is better to have the system at
the beginning for now where major decision revert to the exec or while. We prefer irregular schedules that report when
there is something to say or as requested by the President when he feels there
is something that needs airing and discussion at exec level. So we support the sentiment of more
transparency, but prefer a less directive mechanism.

comment: We absolutely believe that the
periods should be expanded if sufficient players can be attracted to play them
in the competitions. This is a sensible
step forward and allows some good time to think through the details of how to
achieve this.

comment: We don’t think a handicap idea is helpful for all players and
periods. It would detract from the
calibre of the main competition – imagine the cricket world up where England
get a prize for coming fifth when they are ranked seventh….it would hardly look
good for anyone and it would detract from giving Australia or New Zealand the
real trophy. We do think a simple system
for juniors might be a good idea. This
could be kept simple and be age related.
We find the above far too complex and system reliant. It needs more thought through to simplify and
get the objective clearer in our minds.
It is not really clear to us from the above what we are trying to
achieve. Let’s get this straight first
and then put a simple system behind it.

motion should have been simpler!

That the IWF
Noting that
1. The IWF is concerned with bringing in more gamers, and
2. That MSSA has run for many years a handicap system that has enabled younger and newer players to be suitably rewarded, and
3. That the IWF already has a database from 1997 that we can use to effectively determine all players’ grades.
Therefore resolves
1. To adopt the “Handicap System” for all World and Continental Championships.
Full details of the system are:
HANDICAP
CHAMPIONSHIPS
a.
Format
1.
At all competitions
there shall be a Handicap result determined from the normal results with the
proviso that medals shall only be awarded to the first three places.
b.
Eligibility
All players
participating in such Championships shall be eligible.
c. Grades and handicaps
1. All players shall have a grade,
newcomers starting at 3, existing players having a grade equivalent to their
current status. Grades cannot be lower than 3.
2. A player with a lower status gets
an advantage in points, as per table 1, or if playing to DBM or DBR to the
IWF’s 32 – 0 scoring system, as per table 2.
3. The points advantage shall be taken
as an end result. In other words, if a player has a 10% advantage (which may be
equal to 160 points) then it will be deemed that the 160 points count as
casualties that he has inflicted.
4. For each of the first two grades between
players, the lower gets 5% advantage. For every additional grade difference the
lower grade gets an additional 10% advantage. This is summarised in the table
below. When calculating an advantage, always round part points down.

d. Promotions and relegation
At
the end of the year, a player's score is the total of his points gained divided
by 5 or the number of games played, whichever is the greater. Players who play
7 games or more get a bonus of their own grade value to add to their total.

who score .7 or greater will rise two grades.

who score .5 to .7 will rise one grade.

who score .2 to .1 will fall one grade.

who score .1 or less will fall two grades.
e. Deciding the champion
1. The champion will be the player
with the highest Handicap score at the end of the championship.

PRESIDENT’S
REPORT

Welcome
to the 10th IWF World Individual Championships. On behalf of the IWF
council I would like to thank Colin Webster and Mind Sports South Africa for
stepping up to the plate at the last moment to organise this event. I would
also like to thank Rob Brennan who retired from the role of Secretary, he is
still providing much valuable input on the Glicko group
The
last year has seen a number of changes in the IWF, my appointment as president
being one of them. I had to absorb a lot of information relating to the
workings of the IWF before looking at areas that could be improved. This years
AGM has a number of significant changes to voting and other procedural issues on
the agenda so by the time you read this message there may well have been some
changes within the IWF. During the last
year there has also been a lot of progress on the integration of the various
national Glicko rankings
We
are also in what may be a significant era of change in the ancients wargaming
world. March saw the long awaited release of Phil Barker’s DBMM and early next
year will see the release of Richard Bodley-Scott, Simon Hall and Terry Shaw’s
new rule set. 2008 will see strong competition for our attention between three
or more sets, it remains to be seen which are most popular. There will be much
to be considered by the council in the next 12 months before the Helsinki event
in 2008.

5. DETAILED ACCOUNT OF THE 2006 WORLD INDIVIDUAL CHAMPIONSHIPS
As yet the HWF has not supplied the detailed accounts for such championship.
Such accounts will have to be included in the 2007 Annual Financial Statements.

Since the last meeting of the IWF Executive Committee there
has been
only one piece of work undertaken by the Umpires Committee. This was
the approval of the first set of IWF List Clarifications.
A copy of the List Clarifications document has been placed in the
IWF_Discuss Yahoo groups files section for ease of access by members.
No other rules or list issues have been raised.

The glicko
sub-committee has not been very active but a number of matters have been
discussed. No votes have been held.
1. David Young identified an error in Laurence Greaves's CONCLUSION FOR THE
LIKELY REASON OF INTERNATIONAL INCOMPATIBILITY BASED ON HIS analysis of
international glicko ratings. This does not change the consensus that some form
of national adjustment is necessary to produce credible international ratings.
2. David has produced 4 related proposals for a modified form of glicko
calculation for the IWF ratings which include the concept of national
adjustment factors. These are based on examining actual performance vs
predicted and estimating the "correct" starting rating for each
region. The proposal is based on everyone continuing to maintain seperate
national glicko ratings and bi-annually calculating seperate IWF International
Glicko Ratings. IN ADDITION LAWRENCE'S PROPOSAL IS STILL ON THE TABLE TOO.
3. In order to test these methods with more up to date data (the last IWF data
is 1/1/2005) we have gathered another snapshot of glicko data worldwide but no
new ratings have been produced yet as this process was much more time consuming
than anticipated.
4. David has expressed caution about producing an ordered list of top rated
players based on glicko due to the inaccuracies we know exist in the
international ratings and so a banded
publication is recommended (similar to before). However the ratings are
suitable for seeding/accelerated pairings. This would seem to open the door to
an IWF grand prix system for
nominating a 1st-nth IWF player given people willing to run it.
5. The idea of allocating IWF "DBM Master", GM, etc titles was
briefly discussed but felt to be premature when the exact ratings calculation
method is not yet agreed.
6. David has indicated that his next likely opportunity for work on glicko is
in Febuary. This makes things quite tight for the WIC. However now that
national adjustments are part of the picture there seems to be a stronger
consensus in the group so given goodwill we will have time to agree the system
and publish a new set of IWF ratings.

WIC Procedures; amended sections 1.0, 1.2 & 6.0, additional section 9.2.5 -
1.0 Start Times & Pre-match Attendance Checks:Matches are schedule to start at <X:XXam> and <X:XXpm> sharp each day.· Each morning, players are required to be present 20 minutes prior to the scheduled start time for “roll call”.
· At the end of the roll-call, any absent players' names will be called again.
· Any player not present for this morning “roll call period” up to ten minutes prior to the start time will forfeit the round. The only exceptions will be for players who have made contact with one of the designated organisers to explain their circumstances and advised an expected arrival time. Refer section 1.2 “Contacting the Organisers”
· Late penalties still apply to players not present at their tables after the scheduled start time (see section 6).
1.2 Contacting the Organisers:In the event that a player is running late for a match or unable to attend any round, we would require them to make contact with the organisers to advise us of your situation. Organisers can be contacted on the following (mobile) phone number/s; <XXX XXX XXX> (international callers <+XX XXX XXX XXX>.) 6.0 Late Arrival Penalties:Players must be present and ready to start the match at the appointed time after the draw has been released. Where a player has a reasonable excuse for arriving late the match start will be delayed by up to 15 minutes. After which time the effected player will be awarded a bye and 32 points. Late penalties are exclusive to those outlined in section 1.0 “Start Times & Pre-match Attendance Checks.”
9.2 Pairing Exclusions
9.2.5 Where possible, the pairing of players of the same nationality within individual scoring brackets is to be avoided (applicable after round 2). Thanks to all who participated. Scott Nicholas
Annexure 6.
1. All bids to host must be completed and submitted as per the IWF's bidding document.
2. The Continental Championships shall be only be hosted by a nation in such region.
1. The Vice-President of such Region shall elect an ad hoc committee in terms of Rule 5.9.4 of the Regulations) from the members of the host member to operate as the Organising Committee. The President shall be ex-officio members of the committee and all minutes of such committee shall be lodged with the Executive Director. The ex-officio member shall have the right to attend meetings but not the right to vote.
2. The Organising Committee shall open a bank account in the name of the INTERNATIONAL WARGAMES FEDERATION that shall be known as the INTERNATIONAL WARGAMES FEDERATION (name of such region) ACCOUNT. The account shall be operated by two signatories. After the payment of all debts, all assets shall be transferred to the IWF when the final report is submitted.
3. The Organising Committee shall maintain accurate accounts of their operations, and shall surrender such records to the Executive Director together with the final report.
4. Any designs or logos designed by the Organising Committee shall be submitted to the Management Board for approval.
5. The host member shall submit its application in writing to host the championship in terms of the Bid document.
6. The Executive Committee shall approve the frequency, and date, of each Continental Championship.
7. Based upon the recommendations of the Organising Committee, the entry fee shall be set by the Management Board.
8. All members shall be notified at least six months in advance of rules to be used.
PERIODS TO BE PLAYED
1. No period shall be played to more than one set of rules.
2. Any period may be played if such period is played by at least half of the IWF's fully paid up members in such region at their National Championships. For example, if Africa has six members (Swaziland, Zimbabwe, Kenya, Egypt, Botswana, and South Africa) and all play Morabaraba, 3 play Ancients, 4 play World War II, and 2 play Pike & Shot - then Morabaraba, Ancients, World War II are the periods that are played.
3. The rules used for each period shall be the majority choice as chosen by the members. In the event there should be a tie, the Regional Vice-President shall have the casting vote.
4. Rules and clarifications for each period played shall be approved by the IWF's Umpire's Committee.
DEMONSTRATION EVENT
1. The host country may choose a demonstration event.
2. The demonstration event may be played to any period and/or rules not already provided for.
ENTRY
1. The championship shall be open to all fully paid up registered players.
2. Entries shall only be accepted through such national body's offices and there rules for entry to the championship, for their players, shall be upheld by the IWF and the Organising Committee. It shall remain the duty of the affiliated national body to advise the IWF and the Organising Committee of any such rule.
3. All entrants must submit an official entry form, and shall agree to the disclaimer.
4. Entrants for a simultaneous Junior Championship shall be included in the draw for the overall Championship event.
5. Junior players shall be defined as a player who is 18 years old (or younger) on the date of the championship.
6. Entries must be submitted by at least two months prior to the championship.
7. Late entries shall be accepted at the discretion of the Vice-President of such region.
8. All late entries shall receive a penalty of 50% of the entrance fee charged.
9. All late entrants shall forfeit any rights to receiving the shirt and any other items handed out to entrants.
GENERAL CHAMPIONSHIP RULES
1. The Umpire's Committee in consultation with the Vice-President of such region shall set the number of rounds for each period.
2. If there are insufficient entries to warrant the number of rounds as specified by the Umpire's Committee, the Tournament Director (as elected by the Organising Committee) may direct that the players player fewer rounds.
3. The tournament shall be held according to the "Swiss" system. This includes the many variants of “Swiss” that are available. The local organiser shall have the right to determine the exact version of “Swiss” to be used[rb1] such that the following restrictions are always observed:
a. Players may not play against players whom they have played in earlier rounds.
b. Players may not play against fellow club/team [rb2]players in the first 2 rounds.
c. Players shall not play against any relatives in the first degree of consanguinity. Thus a player would not be allowed to play against his/her spouse, parent, brother, sister, and/or child.
d. All players shall be seeded according to the IWF's seedings.
4. The “Swiss” shall be administered by a system approved by the Umpire's Committee[rb3].
5. The tournament must use any IWF clarifications available for the rules used.
6. The tournament must use any IWF army list clarifications available for the army lists used.
7. The local organiser must supply one or more list checkers to check player's army lists.[rb4]
8. No player will be awarded more than one bye for any reason.
SPECIFIC CHAMPIONSHIP RULES
1. Specific Championship Rules for each period shall be agreed to from time-to-time by the Umpire’s Committee.
2. Rules and clarifications must be available one calendar year prior to the Championship.

3. A player who qualifies for the women and/or junior award may also qualify for the overall award as well.
4. The top three players of a demonstration event only qualify for the plaque award, and must be clearly marked "DEMONSTRATION EVENT".
[rb1] Many local issues, such as pairing software used or local norms may have an impact on the details of the swiss therefore it seems wisest to leave this decision as a local one.
[rb2] Wouldn’t this be better as “countrymen” except for the players from the local host?
[rb3] Computerised draws are essential for the large events that the IWF runs. It would be unacceptable for a local organiser to use software live for the first time, no matter how well tested, at such an event.
[rb4] Obvious I know, but I think its worth putting in.
